Emission Monitoring
From 2011 onwards all flights within the European Union will be included in emission trade. The system is supposed to apply also for international flights beginning or ending in the European Union. The airlines obtain emission rights according to special factors (e.g. market share) in the form of certificates. Of these certificates, 15% have to be obtained in an auction procedure to introduce emission trade; the rest will be distributed exempt from charges. Those who produce more pollution as per the individual limits, have to purchase more certificates and spend more money.
Therefore an additional incentive emerges to produce as little emissions as possible in order to avoid further costs and to sell owned certificates respectively. The forced shortage of the certificates in the years to follow results in more pressure on the airlines to change over to more modern and environmentally-acceptable aircrafts and to design air routes more effectively.
Out of these reasons airlines are obliged to implement the necessary monitoring and reporting protocols and to communicate the information to the emission trade centres annually.
